What is Owner's Engineering?

It is independent technical representation for the project owner, covering requirements, design review, contractor oversight, interfaces, quality, testing and acceptance under an agreed scope.

Does the Owner's Engineer replace the EPC contractor?

No. The contractor remains responsible for design and delivery; the Owner's Engineer reviews, monitors and supports owner decisions.

Is Owner's Engineering the same as statutory site supervision?

Not automatically. Statutory roles and qualifications must be separately defined and appointed where Romanian law requires them.
