What is reviewed during renewable commissioning?

Is technical completion the same as contractual completion?
Not necessarily. Technical evidence informs the decision, while the contractual definition and legal consequences must be reviewed under the project documents.
Can completion be recommended with open defects?
Potentially, if the agreed criteria allow it and the defects are properly classified, secured, time-bound and do not undermine safety or required performance.
