Finance a Project in Romania

A project can need capital without being for sale. We start with the use of proceeds, project stage, equity contribution and outstanding conditions to prepare a financing discussion that can be assessed seriously.

Solar PV, wind, BESS and hybrid projects — from development to operational assets.

Present your financing requirement →

Start with your situation

For owners, developers and investors seeking capital, including clients who are neither selling nor buying a project.

Clear commercial terms

Success fee only. Payment instalments mirror the receipt of financing proceeds. The percentage, calculation basis, qualifying receipts and payment schedule are agreed in the mandate before work begins. Energy Century XXI SRL facilitates financing; it is not a lender and does not guarantee approval.

From a capital requirement to a file the financing provider can assess.

Development, construction, acquisition and refinancing raise different questions. Capital for the next stage is not the same as the whole-project budget. Purpose, sponsor contribution, timing, revenue basis and conditions affecting the use of proceeds must be clarified.

For Romanian PV, wind, BESS and hybrid projects, legal documentation and technical data need to support the same economic account. A revenue assumption, grid timeline or permitting condition that cannot be explained may change the financing structure or when the project can be presented.

Energy Century XXI SRL facilitates financing identification and structuring and coordinates discussions within the mandate. It does not lend or replace a financing provider’s decision. Remuneration is success fee only, with instalments mirroring financing receipts; terms are agreed before work begins.

What needs to be clear for a serious financing discussion

The actual capital requirement

Purpose, amount or range, currency, equity contribution and timing. We clarify which stage needs funding and what remains for later.

A file that can be followed

Available documents, outstanding conditions, budget, revenue assumptions and project position. A full VDR is not required at first contact.

A discussion structure and relevant counterparties

Financing providers are identified and approached within the mandate, according to profile and availability. Partnerships, term sheets and approvals are not assumed.

The difference between a proposal and received proceeds

Conditions, security, documentation requirements and drawdowns are considered. A term sheet and actual financing receipts are different milestones.

From capital needs to financing conditions and receipts

The process follows the project and mandate. At each stage we clarify what is known, what is missing and which decision comes next.

Prepare the first discussion

  • Purpose and amount or range
  • Equity contribution and currency
  • Project stage and timing
  • Available documents and information

Information not yet known can be clarified later. The first enquiry does not require a complete VDR.

  1. Clarify purpose and stage

Development, construction, acquisition or refinancing: identify what needs financing and when. You do not need to sell or buy a project to request this service.

    Output: a defined capital requirement.

  2. Put amount and sponsor equity in context

Amount, currency, contribution, budget and timetable are considered together. Initial ranges can be refined after discussion.

Output: the basis for a financing structure.

  3. Review file readiness

We identify available documents and land, grid, permitting, revenue and budget questions. In-depth legal and technical reviews are separately scoped.

Output: gaps and conditions to clarify.

  4. Agree the mandate and success fee

Scope, percentage, calculation basis, qualifying receipts and payment instalments mirroring receipts are agreed.

Output: commercial terms explained before work.

  5. Prepare the presentation and identify counterparties

Information is organised for the relevant discussion rather than circulated indiscriminately. Disclosure follows the agreed framework.

Output: a presentation aligned with the capital need.

  6. Coordinate questions and proposals

We make proposed terms, information requests, costs and dependencies visible. Final assessment belongs to the financing provider.

Output: a comparable basis for a decision.

  7. Track agreed conditions and instalments

Coordination continues within the mandate, including outstanding conditions before use of proceeds. Fees follow the agreed terms and receipts.

Output: a tracked route through completion of the service.

What can change financing structure or timing

SituationWhat we clarifyWhat may follow
Sponsor equity is not clearDistinguish sponsor intention from a contribution that can be documented.Amount, structure or phasing may need to change.
Grid or permitting conditions remain openIdentify conditions and the required review workstream.Further preparation may be needed before presentation or drawdown.
BESS revenues rely on unexplained assumptionsClarify assumptions and distinguish scenarios from contracted revenue.A projection is not presented as guaranteed revenue.
The budget omits costs to operationClarify remaining investment, grid costs and relevant dependencies.Capital requirements or drawdown structure may change.
Proposed conditions are difficult to satisfyDiscuss conditions, security and the steps needed.A proposal may require renegotiation or prove unsuitable; approval is not promised.

The service follows the stage that needs financing

Development or construction

Distinguish capital for rights, studies and permits from execution funding. Timing and outstanding conditions influence the sequence.

Project or SPV acquisition

Align acquisition structure, financing and post-transfer investment. The seller’s price is not automatically the total capital requirement.

Refinancing an operating asset

Start with existing funding, revenues, performance, obligations and conditions for changing the structure. The service does not require an asset sale.

Technology changes the questions that need asking.

One coordination approach, with project information adapted to technology and stage.

Solar PV

MW AC and MWp must be distinguished. The project profile connects land, grid, permitting and remaining investment; operating assets also require generation and contractual context.

Wind

Capacity alone does not describe the project. Site, rights, studies, grid access and permitting conditions need development and execution context.

Standalone BESS

Power in MW, energy in MWh and duration are distinct. Import/export, grid access, configuration and revenue assumptions must be clarified for the specific project.

Hybrid PV + BESS / wind + BESS

Consider components and their interface together: capacities, configuration, grid access, operating conditions and responsibilities. Adding two capacities does not fully describe a hybrid project.

From RTB projects to operating assets: end-to-end intermediation.

Energy Century XXI SRL has delivered more than 25 successful project intermediations over the past two years. Its experience includes end-to-end coordination of the RTB projects and operating assets illustrated below.

The stated experience includes PV+BESS, standalone storage and operating solar assets. The configurations below illustrate projects intermediated end to end by Energy Century XXI SRL. Client identities and confidential mandate information are protected.

Past experience informs the process; your engagement is designed around your project’s own position.

PV figures are reported in MW; the MW AC/MWp basis is clarified in each project file. For BESS, MW denotes power and hours the reported duration; equivalent MWh is calculated as MW × hours. These examples do not establish sale availability and are not an audit of project files; documents and identities remain confidential.

Practical questions

Is an ATR enough to describe a project as RTB?

No. Land rights, permitting, grid documentation and remaining conditions must be reviewed together. We distinguish the declared stage from the stage supported by documents.

Are the projects on the map for sale?

The map is a market-information resource. Inclusion does not establish availability for sale, a mandate or a right to present a project. Matching is based on actual availability and authority.

What should I send first?

Your role, technology, capacity, location or investment geography, stage and objective. Select “I do not know yet” where appropriate. Sensitive documents follow only through an agreed private channel.

Can a buyer also request financing or legal advice?

Yes. Select related services in one enquiry. Your contact details are recorded once; the optional workstreams and their fees are agreed separately.

Is a sale or financing outcome guaranteed?

No. Price, timing, buyer availability and financing decisions depend on the project, counterparties and diligence. Submitting an enquiry does not create a mandate.

Does success fee only mean a standard percentage?

No unagreed percentage is published. The percentage, calculation basis and qualifying receipts are established in the mandate. Fee instalments mirror financing receipts.

Must all documents be ready for the first discussion?

No. The initial enquiry clarifies purpose, amount, stage, equity and timing. We then agree documents and a private channel; gaps are identified rather than hidden.

Can you facilitate financing while I retain the project?

Yes. Owners who are neither selling nor buying can request development funding, construction funding or refinancing for a project they retain.
